Con este encuentro se quiere lograr que las autoridades locales, la comunidad y el gobierno entren en acción para demostrar que se puede reescribir la historia. El Primer Encuentro Internacional: “Cómo Transformar la Ciudad” tiene como objetivo generar un encuentro a nivel internacional para desarrollar nuevas propuestas arquitectónicas para Pisco. Se reunirá a una selección de arquitectos y estudiantes de arquitectura que estudiará modelos referenciales de transformación urbana como lo son Medellín y Guayaquil, y se trabajará con la participación de la comunidad pisqueña y sus autoridades, integrando los proyectos de reconstrucción existentes.El workshop Urbanismo Social (3 al 17 de agosto) comprende una primera semana interdisciplinaria de trabajo con el acompañamiento de múltiples profesionales, talleres en Pisco y un seminario sobre participación y medio-ambiente. Ella, que ha expuesto su obra en bienales como las de Venecia y París y en museos como el MoMA de Nueva York, y él, que ha trabajado con Christian de Portzamparc y ha escrito acuciosos ensayos, trazaron el papel de la arquitectura actual y los errores y a veces horrores que vemos erigidos en el mundo.&lt;br /&gt;&lt;strong&gt;¿Se puede forjar actualmente una identidad arquitectónica en un país, en una ciudad?&lt;/strong&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;Sol Madridejos:&lt;/strong&gt; Sí, ahora la estoy viendo en los proyectos de fines de carrera que están planteados desde los aspectos comunes hasta la historia de la arquitectura y que, sin embargo, tienen una particularidad: tienen respuestas propias a la situación, a la identidad del lugar y del paisaje. Me está sorprendiendo, pues es muy propia del lugar.&lt;br /&gt;&lt;strong&gt;¿Es más un aspecto conceptual?&lt;/strong&gt; &lt;/div&gt;&lt;br /&gt;&lt;div&gt;Porque en ciudades como Bogotá, en un momento dado, los arquitectos empezaron a usar materiales más suyos...&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;SM:&lt;/strong&gt; No me interesa tanto la identidad desde un punto de vista formal, eso no es lo fundamental de la arquitectura. Mucho más importante es la respuesta a una realidad y a necesidades. Cuando la arquitectura se independiza de esa realidad y es arquitectura por sí misma, como pasa en Europa (porque esa necesidad es menos perceptible), se convierte en un ícono de sí misma sin dar respuesta a una situación real y pierde realidad.&lt;br /&gt;Es el caso concreto de una obra que pasa a ser un objeto arquitectónico, artístico, como el Museo Guggenheim...&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;SM:&lt;/strong&gt; Eso tiene valor cuando está bien hecho, en el caso de Bilbao es un proyecto que ha puesto en valor toda la ciudad y que ha sabido adaptarse a los condicionantes del problema que había: desconexiones en una ciudad industrial degradada. Esto se ha sabido resolver por medio del edificio.&lt;br /&gt;&lt;strong&gt;Otavio Leonidio:&lt;/strong&gt; Hay esos casos como Bilbao, pero también hay mucha producción de imágenes y cosas que no son consecuentes. Eso me incomoda mucho, porque no creo que eso contribuya con formar una cultura arquitectónica para mejorar las condiciones de la ciudad.&lt;br /&gt;Es que a veces se salen del rol fundamental de la arquitectura y priorizan más lo artístico.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;SM:&lt;/strong&gt; Muchas veces son más objetos de consumo. En España pasa mucho: cualquier alcalde de una ciudad pequeña quiere tener una pieza de un arquitecto estrella aunque no sirva para nada ni tenga un uso, ni una función interior; es simplemente un objeto de consumo muy seductor para el público en un determinado momento. Pero el año que viene estará pasada de moda, hay que buscar la siguiente y pierde una cualidad esencial de la arquitectura: la permanencia. La arquitectura debe ser hecha para permanecer, no solo por la calidad de los materiales, sino también por sus características propias.&lt;br /&gt;Ustedes tienen que lidiar con caprichos de políticos y a veces se cometen horrores.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;OL:&lt;/strong&gt; Lo público tiene que ser una expresión de la sociedad y de su voluntad, pero también de la voluntad política. Uno de los problemas es la manutención: se puede tener un espacio muy bonito pero no sirve de nada si un año después es totalmente abandonado.&lt;br /&gt;&lt;strong&gt;¿Y cómo se puede lidiar con el mal gusto de ciertos clientes o con las constructoras que buscan mucho la rentabilidad?&lt;/strong&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;SM:&lt;/strong&gt; Siempre es una lucha. Para hacer una buena obra arquitectónica hace falta un buen cliente, pero las condiciones ideales no siempre se dan y muchas veces perdemos el 80% del tiempo para defender y sacar adelante un proyecto. El arquitecto es el único que quiere que salga bien, pues ni al cliente, ni al político, ni al constructor les importa... Ellos quieren construir algo rentable. Tampoco es que quieran hacer las cosas mal, simplemente les da lo mismo. Si el arquitecto lo hace bien, es un valor añadido que le da, pero nadie lo pide; es un acto de generosidad, hay que trabajar mucho más para conseguirlo.&lt;br /&gt;&lt;strong&gt;OL:&lt;/strong&gt; Hay un problema de interpretación de la función del arquitecto. No se trata de crear formas impresionantes o bonitas, sino de ayudar a definir los términos de una construcción.&lt;br /&gt;&lt;strong&gt;¿Pero retroalimentándose con las artes plásticas continuamente?&lt;/strong&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;SM:&lt;/strong&gt; Sí, es fundamental entender qué es lo que se plantea en otros ámbitos y llevarlo con los medios de la arquitectura, porque la arquitectura es muy lenta y no se puede hacer un edificio y luego otro e ir probando cosas. Cuando se hace un edificio es uno, es definitivo y dura muchos años.&lt;br /&gt;&lt;strong&gt;OL:&lt;/strong&gt; Yo pertenezco a una tradición de la arquitectura moderna que intenta interpretarla en términos contemporáneos: no existe sin la discusión de las vanguardias artísticas de los siglos XIX y XX, no hay Le Corbusier sin Picasso. No existe la arquitectura moderna sin la investigación espacial pictórica. Termina sus estudios escolares en 1940 y en adelante estudió arquitectura en Zúrich.&lt;br /&gt;Gracias a su buen estado socioeconómico, culminó sus estudios en el Eidgenossische Technnidsche Hochschule (ETH) en el año de 1946. Se influenció bastante de la Escuela de la Bauhaus y siguió muy de cerca las obras de Mies Van Der Rohe. En su centro de estudios conoció a distintos arquitectos, entre ellos, Max Bill y los Arqs. Beieler y Roth para los cuales trabajo durante un tiempo en sus estudios&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;&lt;img /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;&lt;br /&gt;&lt;div&gt;Cuando Teodoro Cron llega a lima en el año 1948, encuentra a primera vista una arquitectura que trataba de difundirse en oposición al neo-colonial, y observó también que los arquitectos peruanos se preocupaban por “hacer discurso” con un lenguaje que todavía no dominaban tratando de asimilarse al movimiento internacional.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Cron trabajó como arquitecto diseñando para personas pertenecientes a la colonia suiza, es decir, por lo general sus clientes eran emigrantes de suiza type='text'>Reflexion sobre los concursos de arquitectura en Peru</title><content type='html'>A continuacion publicamos la carta del Arquitecto Jose Bentin, muy pertinente en resaltar la situacion actual del ejercicio profesional  en el Peru.&lt;br /&gt;&lt;br /&gt;A LOS ARQUITECTOS Y LA OPINION PUBLICA&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Ante la inoperancia y desidia de todas las últimas directivas del Colegio de Arquitectos y la mala política del Estado en relación a la adjudicación de los proyectos de arquitectura de las obras públicas, manifestamos lo siguiente:&lt;br /&gt;&lt;br /&gt;1. La adjudicación de proyectos de obras públicas se hace mediante la ley de Concursos de Méritos, que se usa tanto para comprar suministros o contratar personal o construir o dar servicios de proyectos de arquitectura. Concursar en este sistema es solo entregar propuestas escritas y currículo. El sistema es malo y de dudosa transparencia, pues los ganadores de estos concursos no garantizan una calidad de los proyectos.&lt;br /&gt;&lt;br /&gt;2. Los arquitectos contrastamos nuestras ideas mediante concursos de anteproyectos arquitectónicos, en que un jurado puede elegir la mejor solución que conviene para una obra pública, con el anonimato de los concursantes en que solo el talento vale. Este sistema se usa en muchos estados y en nuestros países vecinos para las obras públicas, con total éxito de calidad.&lt;br /&gt;&lt;br /&gt;3. El Estado Peruano ha entregado recientemente directamente dos proyectos arquitectónicos importantes para edificios públicos como son el Nuevo Teatro Nacional y la Remodelación del Estadio Nacional a una firma extranjera con subsidiaria en Lima, obviando inclusive el sistema de Concursos de Méritos vigente. Sabemos que esto se puede hacer solo en casos de emergencia como por ejemplo terremotos e inundaciones, que no es el caso.&lt;br /&gt;&lt;br /&gt;4. Ultimamente, a través de organismos internacionales, se esta usando la perniciosa modalidad de llave en mano. La absurda razón es siempre la misma el tiempo, el apremio, el apuro ¿es mas importante la velocidad que el buen diseño?&lt;br /&gt;&lt;br /&gt;5. Las últimas directivas del Colegio de Arquitectos desde que se aprobó la ley de los Concursos de Meritos, no han hecho absolutamente nada para revertir esta situación, pese a que se ha tenido y tiene un arquitecto congresista. Esta situación prioritaria, para el avance de la arquitectura peruana, fue oportunamente conversada con cada una de las directivas CAP anteriores que nos escucharon con indiferencia. Colegas no voten por directivas que no tengan esto como prioritario en su plan de gobierno.&lt;br /&gt;&lt;br /&gt;6. Como docente universitario de largo recorrido, nos indigna que cientos de brillantes jóvenes egresados, no puedan participar con sus ideas en concursos de anteproyectos arquitectónicos para obras públicas, pues los Concursos de Meritos vigentes no contemplan anteproyectos arquitectónicos y se requiere tener cerca de 5 proyectos tipológicos similares al motivo del concurso.&lt;br /&gt;&lt;br /&gt;7. Si el Estado desea proyectos de calidad para las obras públicas esta situación absurda debe cambiar y los procesos tendrían mayor trasparencia, pues los anteproyectos arquitectónicos pueden exhibirse públicamente.&lt;br /&gt;&lt;br /&gt;Solicitamos al Estado, a través del CAP, la incorporación obligatoria de Anteproyectos Arquitectónicos de manera que este cambio en el sistema de concursos, permita escoger la mejor idea.&lt;br /&gt;&lt;br /&gt;JOSE R. My Client’s the Autocrat.&lt;br /&gt;By &lt;a title="More Articles by Robin Pogrebin" href="http://topics.nytimes.com/top/reference/timestopics/people/p/robin_pogrebin/index.html?inline=nyt-per"&gt;ROBIN POGREBIN&lt;/a&gt;&lt;br /&gt;FOUR months ago the architect &lt;a title="More articles about Daniel Libeskind." href="http://topics.nytimes.com/top/reference/timestopics/people/l/daniel_libeskind/index.html?inline=nyt-per"&gt;Daniel Libeskind&lt;/a&gt; declared publicly that architects should think long and hard before working in China, adding, “I won’t work for totalitarian regimes.” His remarks raised hackles in his profession, with some architects accusing him of hypocrisy because his own firm had recently broken ground on a project in Hong Kong.&lt;br /&gt;Since then, however, Mr. Libeskind’s speech, delivered at a real estate and planning event in Belfast, Northern Ireland, has reanimated a decades-old debate among architects over the ethics of working in countries with repressive leaders or shaky records on human rights.&lt;br /&gt;With a growing number of prominent architects designing buildings in places like China, Iran, Abu Dhabi and Dubai, where development has exploded as civic freedoms or exploitation of migrant labor have come under greater scrutiny, the issue has inched back into the spotlight.&lt;br /&gt;Debate abounds on architecture blogs, and human rights groups are pressing architects to be mindful of a government’s politics and labor conditions in accepting commissions.&lt;br /&gt;The ideological issue is as old as architecture itself. By designing high-profile buildings that bolster the profile of a powerful client, do architects implicitly sanction the client’s actions or collaborate in symbolic mythmaking?&lt;br /&gt;Or in the long run does architecture transcend politics and ideology? If the architect’s own vision is progressive, can architecture be a vehicle for positive change?&lt;br /&gt;For the most part, the issue is not a concrete one for the field’s top practitioners; no architect interviewed for this article except Mr. Libeskind has publicly rejected the notion of working for hot-button countries. Yet the debate underscores the complex decisions that go into designing architecture — from the basic financial imperatives, to public access, to the larger message that a building sends — and is prodding architects to reflect on their priorities.&lt;br /&gt;“It’s complicated,” said &lt;a title="More articles about Thom Mayne." href="http://topics.nytimes.com/top/reference/timestopics/people/m/thom_mayne/index.html?inline=nyt-per"&gt;Thom Mayne&lt;/a&gt;, the Los Angeles architect, whose projects include a corporate headquarters in Shanghai. “Architecture is a negotiated art and it’s highly political, and if you want to make buildings there is diplomacy required.”&lt;br /&gt;“I’ve always been interested in an architecture of resistance — architecture that has some power over the way we live,” added Mr. Mayne, who said he had recently been interviewed for projects in Abu Dhabi, Kazakhstan, Russia, the Middle East and Indonesia. “Working under adversarial conditions could be seen as a plus because you’re offering alternatives. Still there are situations that make you ask the questions: ‘Do I want to be a part of this?’ “&lt;br /&gt;There is little question that this is a highly charged global moment for the profession: a building boom in Asia and the Middle East, combined with a hunger for designs by name brands, has created unparalleled opportunities for architects to make their mark. Every city wants its own Bilbao, the saying goes, a reference to the explosion of excitement over &lt;a title="More articles about Frank Gehry." href="http://topics.nytimes.com/top/reference/timestopics/people/g/frank_gehry/index.html?inline=nyt-per"&gt;Frank Gehry&lt;/a&gt;’s 1997 Guggenheim museum there, and every architect craves the recognition that comes with a high-profile commission.&lt;br /&gt;One lightning rod in the debate is &lt;a title="More articles about Rem Koolhaas." href="http://topics.nytimes.com/top/reference/timestopics/people/k/rem_koolhaas/index.html?inline=nyt-per"&gt;Rem Koolhaas&lt;/a&gt;’s mammoth headquarters for China’s state broadcast authority, CCTV, a minicity in itself in a capital where cranes dot the skylines and nearly every famous foreign architect has a project on the boards. Mr. Koolhaas suggested at the outset of the project, which he was assigned in 2002, that by the time his tower — a hulking hollowed-out trapezoid — was completed, China’s censorship of the airwaves might well have changed. (The building is almost finished.)&lt;br /&gt;Mr. Koolhaas is known for arguing that market forces have in any case supplanted ideology. Some refuse to design prisons; others eschew churches. &lt;a title="More articles about Robert A. M. Bush&lt;/a&gt; Library in Dallas.&lt;br /&gt;Mr. Stern shrugged off the sniping. “I’m an architect,” he said. “I’m not a politician.”&lt;br /&gt;Some architects argue that architecture is more important to them than politics. “I’m a guy who has on my wall a picture of the guy in front of the tank,” said Eric Owen Moss, a Los Angeles architect, referring to the famous photograph from the Tiananmen Square protests of 1989. “But I’ve never turned down a project in Russia and China.”&lt;br /&gt;Mr. Moss has designed the Guangdong Museum and Opera House in China as well as a ceremonial plaza, Republic Square, in Almaty, Kazakhstan, which has been ruled by the same autocratic leader, Nursultan Nazarbayev, since the 1980s.&lt;br /&gt;Architects like &lt;a title="More articles about Steven Holl." href="http://topics.nytimes.com/top/reference/timestopics/people/h/steven_holl/index.html?inline=nyt-per"&gt;Steven Holl&lt;/a&gt; cast their decision to build in China as a way of promoting a connection between East and West. “Certainly I question working anywhere,” Mr. Holl said. “But my position as an architect is to work in the spirit of international civilization and cooperation. You have to make a contribution.”&lt;br /&gt;He cited his two-million-square-foot Linked Hybrid housing complex in Beijing, which will be heated and cooled by a 660-well geothermal energy system. “We are making the largest green total community in the history of Beijing,” Mr. Holl said. “This is an example for many kinds of urban work.”&lt;br /&gt;Others go even further, arguing that their projects will be an emphatic force for social change. The Swiss architect &lt;a title="More articles about Jacques Herzog." href="http://topics.nytimes.com/top/reference/timestopics/people/h/jacques_herzog/index.html?inline=nyt-per"&gt;Jacques Herzog&lt;/a&gt; has asserted that by supplying acres of public park space to city dwellers in the long term, his Olympic stadium in Beijing, designed with his partner, Pierre de Meuron, “will change radically — transform — the society.”&lt;br /&gt;“Engagement is the best way of moving in the right direction,” he said.&lt;br /&gt;Deyan Sudjic, director of the Design Museum in London and the author of “The Edifice Complex: How the Rich and Powerful Shape the World” (Penguin, 2005), agreed that Herzog &amp;amp; de Meuron’s Olympic stadium sent a signal of openness. “In that stadium people see each other, rather than being looked down upon by a leader,” he said. “It is a space which people can use in a way which is a shared democratic experience.”&lt;br /&gt;He contrasted its visual message with that of a new opera house in Beijing designed by Paul Andreu. “The opera house sits in a lake like a fortified moat — an enclosed frame — which says, ‘Keep out,’ ” he said.&lt;br /&gt;Mr. Andreu said in an interview that he intended the opera house to be inviting, not intimidating. “I wanted the building not to be just an imposing building, showing its face like a castle or an official building, behind the trees, beyond the water,” he said. “It’s a promise. It’s something you will get.”&lt;br /&gt;“This is a building built at a certain moment in the history of China,” he added. “It has been ordered by the power and paid for by the government, but it’s made for the people of China, and I was never asked to compromise on that thinking.”&lt;br /&gt;Some architects argue that it is unrealistic and self-serving for them to presume that they can transform a society or distance themselves from a patron’s conduct.&lt;br /&gt;“Sometimes architects like to think they’re above the political fray,” said Frederic M. His building itself is not political, but the act of building it, for a regime like that, is a political act.”&lt;br /&gt;Examples abound of clients whose political ideology was considered inseparable from the buildings they commissioned, from Louis Le Vau’s palace at Versailles (Louis XIV: “L’état, c’est moi”) to Speer’s Nuremburg parade grounds, based on ancient Greek architecture but magnified to colossal scale for Hitler’s Nazi Party rallies.&lt;br /&gt;Mies van der Rohe designed a competition entry for the German pavilion at the Brussels Expo of 1934 that included swastika flags and Nazi eagles. &lt;a title="More articles about Le Corbusier." href="http://topics.nytimes.com/top/reference/timestopics/people/l/le_corbusier/index.html?inline=nyt-per"&gt;Le Corbusier&lt;/a&gt; aggressively courted Mussolini and the Vichy administration in France to try to get their business. EMAAR Properties contrató a los arquitectos Skidmore, Owings y Merrill (Chicago, EE. UU) para diseñar y desarrollar el Burj Dubaij. Localizado sobre la Autopista Jeque Zayed, este será la parte central del proyecto mixto que combinará lo residencial, comercial, compras, hotel, hospitalidad y ocio con espacios abiertos verdes. Esperan la terminación de la torre hacia finales de 2008 y estará lista para su ocupación a principios de 2009. Su altura está siendo mantenida en secreto cauteloso hasta su terminación (los arquitectos planearon fundaciones extra-profundas para permitir añadir más pisos por si otro rascacielos en construcción amenaza con ser el más alto) así aseguran que cuando la Torre Burj esté completada, esta será el edificio más alto del mundo. Se estima que la altura será aproximadamente de 810 m. Su construcción comenzó en Septiembre de 2004 y ha estado en construcción sin parar desde el 15 de abril de 2005. El número total de pisos habitables andará alrededor de 160. El 26 de junio de 2006, el Burj tenía 50 niveles y sobre 190 m de alto.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;La altura a la azotea del edificio probablemente ande alrededor de 575 m mientras la aguja restante desde el piso 156 hacia la cima, será una estructura de marco de acero, a diferencia del hormigón de la parte inferior. Emaar ha declarado que esta sección de acero puede ser extendida para romper con cualquier otra torre al título de la más alta, sin embargo una vez que la torre este completa la altura no puede ser cambiada. El diseño de la torre es sacado de la geometría de una flor de desierto indígena, así como el modelo que se incorpora encontrado dentro de la arquitectura Islámica. El diseño fue originalmente propuesto por Skidmore Owings y Merrill para la Torre Grollo en Melbourne, Australia.&lt;br /&gt;&lt;br /&gt;Los diseñadores formaron el hormigón estructural de la torre Burj - que se parece a una gruesa ‘Y’ en el corte transversal, con un perfil distanciado - para dramáticamente reducir fuerzas sobre la torre, manteniendo la estructura simple. La Torre tiene 15 hileras o grupos de pisos comúnmente formados sobre 100 niveles. Ellos están colocados en un patrón espiral escalonado mientras se sube el edificio. Esto hace que el ancho de la torre cambie en cada revés - diseñado para ‘ confundir el viento ‘, por lo tanto manteniendo las fuerzas más débiles. Un Hotel Armani (el primero de su clase en el mundo) ocupará los 37 pisos inferiores. Los pisos 45 al 108 tendrán 700 apartamentos privados (que, según el propietario ya estaban vendidos a sólo ocho horas de puestos en venta). Oficinas corporativas y suites llenarán la mayor parte de los pisos restantes, excepto un vestíbulo del 123 piso y el la cubierta de observación interior/exterior del piso 124. La espira también sostendrá el equipo de comunicaciones. Una piscina exterior de entrada cero será localizada sobre el piso 78 de la torre. A powerful case in point is the Brazilian architect Oscar Niemeyer, who celebrated his 100th birthday this month. In the 1940s, ’50s and ’60s he established himself as one of Modernism’s greatest luminaries, infusing stark abstract forms with a beguiling tropical hedonism that reshaped Brazil’s identity in the popular imagination and mesmerized architects around the globe.&lt;br /&gt;In Brasília, a city that rose out of a savanna in the span of four years, he created at least a half dozen architectural masterpieces — a mind-boggling accomplishment by today’s standards. Today Mr. Niemeyer is held up as one of Brazil’s greatest national treasures, and he seems as spry as ever. He is at work on a cultural center in Aviles, Spain, and another in Niteroi, just south of Rio de Janeiro. And last year he married his longtime secretary, Vera Lúcia Cabreira.&lt;br /&gt;In recognition of the heroic scale of his accomplishments, Brazil’s president, &lt;a title="More articles about Luiz Inacio Lula da Silva." href="http://topics.nytimes.com/top/reference/timestopics/people/d/luiz_inacio_lula_da_silva/index.html?inline=nyt-per"&gt;Luiz Inácio Lula da Silva&lt;/a&gt;, recently proposed legislation that would confer special landmark status on all of his buildings.&lt;br /&gt;But the greatest threat to Mr. Niemeyer’s remarkable legacy may not be the developer’s bulldozer or insensitive city planners, but Mr. Niemeyer himself.&lt;br /&gt;It is not simply that his latest buildings have a careless, tossed-off quality. It’s that some of his most revered buildings — from the Brasília Cathedral to the grand Monumental Axis of the city itself — have been marred by the architect’s own hand. And this poses an uncomfortable dilemma: At what point do we — that is, the public that idolizes him, his government and private clients — have an obligation to intervene? Or is posing the question an act of spectacularly bad taste?&lt;br /&gt;To those who pay close attention, the decline in the quality of Niemeyer’s work — whether resulting from a creative lull or complacency brought on by fame or old age — has been evident since he completed his &lt;a title="More articles about Museum of Contemporary Art" href="http://topics.nytimes.com/top/reference/timestopics/organizations/m/museum_of_contemporary_art/index.html?inline=nyt-org"&gt;Museum of Contemporary Art&lt;/a&gt; in Niteroi in 1996. Resting lightly on a single column at the edge of a cliff, its white saucer-shaped form looks best against the glamorous backdrop of Guanabara Bay.&lt;br /&gt;What’s missing, however, is the lightness of touch that could draw you deeper into the work. The concrete surfaces are crude and unfinished; the structure lacks the careful refinement that gave his early buildings a textured significance and signaled that the architect cared deeply about the people who would inhabit them.&lt;br /&gt;It’s as if the museum were designed by a lesser talent who could mimic the graceful lines in Mr. Niemeyer’s sketches but lacked the skill and patience to see the design through.&lt;br /&gt;But if the art museum is an inferior work that mostly suffers in comparison with his early masterpieces, his midcentury projects in central Brasília are another matter: a trove of Modernist landmarks conceived on the grandest scale.&lt;br /&gt;No photograph can prepare a visitor to the 1958 National Congress building for the delicacy with which it is set into the landscape. Surrounded by immaculate lawns, its form sunken slightly into the ground, it exerts a gravitational pull as you approach. A long, narrow ramp leads to a roof, where the public can stroll around the base of the bowl-like form of the chamber of deputies. That expression of the bond between a government and the people is as moving today as it was when the building was inaugurated half a century ago.&lt;br /&gt;Even more refined is the nearby Itamaraty Palace, built to house the Ministry of Foreign Relations. Its soaring slender arches, rising from vast reflecting pools, are like a soothing oasis in a vast flat landscape. Inside, a circular staircase is conceived as a series of cantilevered concrete slabs. As you climb, you can practically feel gravity releasing its hold on your body, a physical sensation that reinforces the building’s visual lightness.&lt;br /&gt;Such structures are arranged along the plazas with the precision of pieces on a chessboard. The spaces among them convey both an airiness and a subtle tension among their varied forms, charging the whole with energy.&lt;br /&gt;Completed in an era when millions of Americans were fleeing cities for the homogenous suburbs of the Eisenhower era, and Europe was still limping through its recovery from World War II, Brasília seemed to assert that erotic desire and human tenderness had a place in modern society. Better still, the stunning speed of its construction suggested that this sensual utopia was only as far away as the next cocktail.&lt;br /&gt;The force of that vision reverberated across the United States and Europe. &lt;a title="More articles about Lincoln Center for The Performing Arts" href="http://topics.nytimes.com/top/reference/timestopics/organizations/l/lincoln_center_for_the_performing_arts/index.html?inline=nyt-org"&gt;Lincoln Center&lt;/a&gt; in Manhattan, Empire State Plaza in Albany, the Los Angeles Music Center — all owe a debt to Niemeyer. Antes se controlaban los flujos, hoy se es esclavo de la red de esos flujos y se está condenado a deformarse a ellos, a mimetizarse y a perderse. Antes se permitía la integración y el uso, el consumo y la percepción de sus espacios, ahora, esto ha sido reemplazado por unas dinámicas urbanas que separan los grupos y las comunidades manteniéndolas a distancia, segregándolas dentro de una vorágine de dinámicas paralelas que van moldeando el perfil urbano y la forma de uso de las ciudades. Estos dos mundos paralelos que conforman las soterradas dinámicas de la informalidad en contraposición de una formalidad impuesta, generan zonas de conflicto latentes que brotan como vórtices urbanas, ventanas de realidades incomprendidas con increíble poder transformador. Gamarra se ubica en el distrito de La Victoria en la ciudad de Lima y es el espacio comercial más grande de América Latina con un total de 14’000 talleres textiles, 60’000 puestos de trabajo y una venta anual de 800 millones de dólares.&lt;br /&gt;La gran dinámica económica de esta área urbana genera unas condiciones particulares del espacio público, el cual se encuentra construido por una compleja red formal e informal de comercio, sistemas de distribución, redes de intercambio, etc. que así han construido durante un proceso un espacio urbano hiper-complejo.&lt;br /&gt;LUL propone generar un espacio de reflexión acerca de la situación metropolitana de Gamarra, experimentando a partir de las posibles definiciones espaciales que surgen a través de la interacción entre personas y las diversas dinámicas urbanas. Las dinámicas vistas como un complejo sistema de procesos físicos, dentro de los cuales se consideramos los eventos, flujos, acciones, decogramas, etc. que determinan la percepción del espacio.&lt;br /&gt;Nuestro interés surge de imaginar posibles escenarios donde la interacción entre el cuerpo y el espacio urbano este dado a partir de una serie de interfases que producirán complejos sistemas de conexión entre nuestro cuerpo y las diversas multiplicidades de la ciudad.
